Earth is in Blackout [ Revolution] and there's trouble brewing on the far away Karras Penal Colony...
We start with everything happening in the 'Source Universe' ie the first Created Universe. There will be others, as we go.
We work within an AU Framework here, based on loose canon, with plenty of healthy room for expansion and different paths.
We allow for multiple worlds/Universes/Timelines, etc.
So yes, there can be a Mistress, and a Koschei Oakdown from Academy, let's say ... or a Tenth Doctor as well as a Third, and so on and so forth. This applies to the entire story, and all aspects of it, and all its characters ... so don't be surprised to see this!
This is where the worst of the worst of the Universes are housed.
Formerly a Cardassian slave colony, now it has been taken over by Federation officials and the difference is pretty much night and day. No more are there barred cells, now clear force fields keep in the dangerous ones. The cells are large rooms, well lit, ventilated, well appointed with comfortable furnishings according to each inmate's desires and needs. Food is good, clean, healthy. Entertainment is provided via monitor from a dozen different Systems. It's become more of the classic country club type institute, but not only will most of these men and women never leave here, some will live for a thousand years or more.
Humane .. has to happen. This is for some of them almost an eternity.
Karras itself is lethal, and classed as uninhabitable. But the inhospitable nature of the large planet itself is impossible to remember, when you live in artificial environments such as this, the staff of the prison enjoy safe, comfortable homes in large Domes, called Shells.
The inmates as well have many Bio-Dome areas. No one wants here, but freedom is still a vague memory for the 'Guests' that are permanent. Shuttles come and go once a week, to Earth, now in Blackout status.
President Monroe on Earth oversees the Federation only from a distant degree, most is left to the watch of Admiral Kirk and his command.
